  COMMUNITY PARTICIPATION

The Programme aims for the active participation of the community, through regular feedback on implementation and participation in decision-making through an organisation called Community Forum, close cooperation with community organisations, encouraging members of the community to become directly involved in project activities as community volunteers and regular meeting and review of the Advisory Committee.

Community Forum
Community Forum is an umbrella organization created by the Programme in which all parts of the community will come together, through a series of social events so as to share information with the Technical Assistance Team, find answers to their questions, freely express their needs and present their ideas and views. The Community Forum will provide a neutral place that facilitates a collaborative process. The objectives of the Community Forum are:
  • To act as the common voice for the Rehabilitation of Fener and Balat Districts ProgrammeRehabilitation of Fener and Balat Districts Programme and provide community perspective on the decision making process;
  • To develop new ideas for increasing the effectiveness of the Programme activities;
  • To help promote the aims of the Programme by increasing people’s understanding;
  • To encourage the community to voice their views and concerns about the Fener and Balat programme or other local issues;
  • To strengthen local community networks and develop constructive and effective partnerships; between local people, the Programme, the Municipality and the Technical Assistance Team;
  • To encourage community leadership to take responsibility in the Programme’s activities;
  • To increase local democracy and improve the quality of life for the people of Fener and Balat.
Community Volunteers
The Programme will encourage members of the community, both men and women, to become directly involved in project activities, as community volunteers. These volunteers will be carefully recruited –chosen among people independent of any particular grouping and trusted by the whole community--and carefully trained to fully contribute to the Programme components.

The Advisory Committee
Advisory Committee will be composed of representatives of the various ministries concerned, of the European Commission, Fatih Municipality, the Council to Protect Cultural and Natural Assets, participating agencies as well as the representatives of the district inhabitants. This committee will have an advisory role. The Municipality will chair it and the TAT will provide the secretariat.
