The selection criteria for the identification of houses to be restored were developed by the Technical Assistance Team in cooperation with the Fatih Municipality and the inhabitants through the Community Forum. Then a revised list and scoring system was agreed.

The architectural criteria agreed about the characteristics of buildings are:

• location
• architectural value
• historical value
• uniqueness of the facades and the interiors
• The required level of rehabilitation for facades and interiors
• Seismic (earthquake) risk
• Possible changes in use of spaces during and after restoration
• Impact of the restoration on the immediate surroundings where buildings not eligible to be restored are present
• Degree of difficulty in obtaining the official approval from the Protection Board
• The year the building was bought by the present owners(The buildings bought after 1997 are considered ineligible to avoid speculations)

The social criteria agreed upon were related mainly to the number of owners, owner/tenant ratio and the number of families living in the building. Relevant data for this set of criteria was collected by means of a survey conducted in the area.

Once decisions related to the buildings to be restored in first group—which include houses that only need façade and roof repairs—were finalised, an agreement was signed between the owners and the Fatih Municipality. Then the restoration drawings of 26 buildings were prepared and submitted to the approval of the Protection Board.

Simultaneously, tender documents were completed and upon the approval of Fatih Municipality were submitted to the Delegation of European Commission to Turkey, that is the Contracting Authority.

Restoration of the buildings shall be carried out by construction companies with an experience in this field that are to be selected as per the European Commission Tender Procedure. The call for offers for the first tender was announced in August 2004 and concluded in December 2004.
First tender covering the restoration of 26 houses was awarded to Pekerler Insaat and Sanayi Limited Company. The restoration is to last approximately eight months and will cost about 377.000 Euros. As covered by the tender, the roofs and façades of these houses will be restored, outside door and window frames will be renewed, and annexes/extensions that are do not fit the original character of the buildings will be removed during the restoration. The restoration works are programmed to be completed by August 2005. The works shall be supervised by the Technical Assistance Team together with Fatih Municipality staff on daily basis. These will lead to final approvals of the works.
During the tendering period of first group of houses, preparations for the second group were carried out. Several meetings were held with the house owners for interactions related to the conditions of the standard contract, scope of the restoration work and selection criteria of the houses to be restored in second and third groups that shall be subject to heavy restoration. At this phase, the grading reached by the evaluation of the architectural and social data have not been used as a priority list for accepting the applications of the owners but rather as listing that the TAT uses to reach the potential owners that might join the Programme.

The second and the third tenders will be announced by mid-2005.
